Energy Access Specialist

Juliana holds an MSc. in Carbon Finance from the University of Edinburgh, where her thesis focused on decentralized electrification in Madagascar. She also holds dual Master’s degrees in Management Science and Financial Management from INSCAE Madagascar, with joint degrees from IAE Poitiers and Jean Moulin Lyon 3. Juliana’s expertise includes financial modelling, market analysis, policy and regulatory frameworks, and feasibility studies, with over 9 years of experience in the energy and environment sector, including extensive experience in rural electrification and energy access. At INENSUS, she has led and contributed to multi-country assignments covering energy access programme design and structuring, financial and tariff modelling, feasibility and market studies, tendering and results-based financing, and impact measurement across sectors including mini-grids, e-mobility, e-cooking, health and education, and digital-energy. She has also supported government agencies, framework development, and technical and financial partners to advance project objectives. Juliana is passionate about promoting sustainable energy solutions throughout Africa. Based in Antananarivo, Madagascar, she is fluent in English, French and Malagasy.
